So, the Gemara explains exactly on what case they're arguing. So, there's two versions here. The first version is b'chat gapi. If the bird got stuck to the board with just one wing, the kol alma lo pligi d'shodi. Nobody will argue that when it falls, it'll be allowed because the bird is trying to fly off with uh its wings from the board, but one wing is stuck. But even when it falls down, there's still one wing that was not stuck. So, it doesn't fall down with such a strong impact. K'pligi b'trei gapi.
