One boundary, two kinds of delivery
FilteredTube streams approved content in one unified player. Separately, a small number of titles are licensed for offline download — that is a rights question, not an access question. The boundary is the same either way: the reviewed catalog, the categories, the written standard. Delivery is the only thing that differs.
FilteredTube is a room inside a protected house, not a free-standing product. Nothing about how a video reaches you changes what was allowed to reach you.

What downloads are - and are not
Downloads apply only to licensed media: titles where FilteredTube, an artist, a rights holder, or the customer themselves has supplied permission covering offline delivery. Outside platform content is never downloadable, - streaming approval never silently becomes download permission.
Eligibility is checked title by title, which is why a download appears on some items and not others. Where it appears, it is real; where it does not, nothing changes that.
