Judaism is more of a family or a nation than a religion. So in other words, even if a person strays very far away from Judaism, technically they're still Jewish. A Jew, even though he has sinned, is still Jewish. Even a lapsed Jew is still Jewish. And what that means is still obligated in everything in Judaism, but Jewish he still is.
