There is a book called Me'il Tzedakah, written by Rabbi Eliyahu HaKohen Itamari of Izmir, yes, author of Shevet Mussar. Indeed, he writes in Section 430: A story about a wicked man who was known to have more sins than merits. According to the Rambam, especially now that we are studying the Laws of Repentance, we know that: If his merits are greater than his sins, he is called a righteous man; if the opposite, he is called the opposite.
