The Gemara in the Sugya of Matan Torah says that on the second day, this is referring to the second day of Sivan, Moshe Rabbeinu goes up onto Har Sinai and then comes down. On the third day he went up and came down. On the fourth day he came up and went down. On the fifth day he built a Mizbeach. Rashi brings as the possuk says "Vayiven Mizbeach tachas hahar." And he brought a carbon on it. The question that the Rebbe asks is, in the possuk after "Vayiven Mizbeach" after Moshe Rabbeinu builds a Mizbeach on that day, the Torah relates how Moshe Rabbeinu all brought all the Yidden into a covenant with Hashem. How the Yidden accept upon themselves "Sefer HaBris", they're accepting upon themselves the Torah with saying "Naaseh v'Nishma". How Moshe Rabbeinu takes from the blood of the korbanos and he sprinkles it on the people and he says "Hinei dam haBris". Etc. So the question is why do Chazal just say that he built a Mizbeach and brought a carbon on it and not the continuation how Moshe Rabbeinu Moshe Rabbeinu was making this covenant with the Yidden. And the Rebbe asks on the contrary, if Chazal are trying to bring out how much Moshe Rabbeinu was busy and occupied on this fifth day of Sivan, for which reason Moshe Rabbeinu does not go up on the mountain as he has done on the previous days, so seemingly first and foremost it should have said the fact that he's bringing the Yidden into this covenant because this is something so crucial, so important in the preparations for Kabbalas HaTorah. And we can understand how this would push off the fact that Moshe Rabbeinu
