The first tragedy recorded in the Mishna on Masachet Taanis that occurred on Shiva Asar b'Tammuz is Nishtabru Haluchos, that the Luchos were broken. The Kri'as HaTorah for a Taanis Tzibur, including Shiva Asar b'Tammuz, is how Hakadosh Baruch Hu commands Moshe Rabbeinu, P'sol l'cha shnei luchos avanim karishinim, v'chasavti al haluchos es hadvarim asher hayu al haluchos harishonim asher shivarta. Karve elai luchos, and I will write the Karve elai luchos, and I will write the words that were written on the first luchos. It is very telling. It is very compelling that this is a Kri'as HaTorah for a Taanis Tzibur. In Shas, we find the following principle, g'vilin nisrafin v'oisios porchos. The parchment may burn, but the letters fly away. The Ponevezher Rov would teach that Kedusha is never destroyed. Madreigos of ruchniyus are never lost. They merely fly away when the Keilim They merely fly away when the Keilim that house them are destroyed. And when new Keilim are built, then we retrieve and we bring back the original Kedusha. This is a principle that is evident in the luchos. In Shemos Rabbah, Parshas Ki Savo, Ois Aleph, amazingly, the Medrash tells us what happened to the oisios on the luchos when Moshe broke them. Shapchu haksuvim min haluchos, the letters of the luchos flew away. The Medrash adds that that's why Moshe The Medrash adds that that's why Moshe broke them. The Medrash adds that says the Yalkut Shimoni, Kisa Ois Shin Tzadi Gimmel, nistakel Moshe baluchos v'ra'a haksav shel hen, that Moshe looked at the luchos, he saw the writing on the luchos. The kavdu al y'dei Moshe, v'naflu miyado v'nishtabru, that because the letters flew off the luchos, so now Moshe Rabbeinu couldn't hold the luchos anymore. Now the tablets, the stone became so heavy
